Paddington Meadows is one of my favourite walks with the dogs. There is plenty of space for them to run around, safe away from roads and with other friendly dogs.
You can park near any of the many entrances - I usually choose Paddington Bank as it is a nice place to start and finish.
At the moment they are repairing and putting up new fencing as they are planning on bringing cattle back into the area so not sure how I would feel walking the dogs there then...
At present you can still have a good long walk I have found many routes to fit into my hour window I have to walk the dogs there are shorter and longer routes available.
When it's been raining it is advisable to wear wellies as walking/hiking boots just wouldn't do. In the summer (the few days of nice weather we get) I have had crocs on however it hadn't rained for a number of days.
I have not come across one uncivilised dog during these walks all have been balanced and approachable which is goo when you have pups that are still learning who to approach and who not to!

Lovely walk through the meadows. Many paths and directions to take. Wellies or boots a must if it's been a damp few days. My dog loved it and found plenty of obstacles to run around and sniff to her hearts content. -

Various routes along the way. Can walk through the meadows or along the river mersey. Lovely views!
